COUNCILLOR FLETCHER'S PROPOSAL. LEGAL DD7FICULTY SUGGESTED. One of the most interesting propositions before the ,City Council last night was embodied in a motion by Councillor Fletcher, as follows: "That thero bo included in the loan schedule to be submitted to the ratepayers an amount not exceeding £10,000 for the purchase of a trawler, in order to provide a constant supply of fish for the Municipal Market." As it t happened, the motion was not dealt with Because, after a long discussion, it was referred back to committee along with several others relating to loan proposals. During the few moments that it was the subject of reference at all, the Mayor (Mr. J. P. Luke) said that ho did not think anything at all could be done with it, because the legal position was against it. The best thing Councillor Fletcher could do would bo to bring it before the Municipal Association so as to obtain power for tho council to bring it into effect. Councillor Fletcher said he was quite willing for the motion to go to a committee, but he would not have it taken before tho Municipal Association, because he thought the legal difficulty could be got ovef. The motion was referred to tho Finance Committee for a report.
