General Huerta is now concentrating troops in the capital in view of the Constitutionalists' rapid advance southward. The Federal forces in the neighbourhood of San Luis Potosi are in danger of being surrounded if such happens. There is a likelihood that the capital will remain at Villa's mercy, as the present forces are insufficient to properly defend it. PEACE MEDIATORS. CONSTITUTIONALISTS SEND A DELEGATE. CONFERENCE WORKING SMOOTHLY. WASHINGTON, 22nd May. The Constitutionalists will send Senor Jose Vasconcellos to Niagara Falls, to place their position before the Peace Mediators, without binding them. Mr. W. J. Bryan (United States Secretary of State) declares that the Conference is working smoothly. The points on which an^ understanding it, sought are : The kind of government which must be established in succession to the present regime ; and a guarantee that agrarian and other reforms will be speedily carried out. CAPTURE OF SALTILLO. EXECUTION~~OF FEDERAL OFFICERS. MEXICO~C~ITY, 21st May. General Villa has captured Saltillo, and executed General Ozorno, of the Federal Army, and his entire staff of thirty-two.
