REGARDING ULSTER PROBLEM THE FEDERAL SYSTEM RUMOUR AS TO A COMMISSION. (By Telegraph.— Press Association.— Copyright.) (Received May 2, 9 a.m.) LONDON, Ist May. There is much speculation as to the probable Government action. There would thus be a time limit, on which the Nationalists insist, but meantime the Irish Parliament would have an opportunity of proving its capacity.
