WOMEN AGAINST FLOGGING.
A number of representative notable English women have signed a memorial protesting again the flogging of male offenders under the White Slave Traffic Act. Attempts are being made, they say, to extend still further this Jaw of tho lash, which is neither a proper nor an effective method of punishment. "The sex distinction that exempts women from' a penalty to which men are subjected," they add, "is less an honour than an insult, inasmuch as it is not privilege, but equal justice, that women demand." They therefore trust that the 'Government, while maintaining the law securing to women immunity from the lash, will seek to extend this immunity to men.
