BLOCKING A QUORUM POLITICS IN PERU
CONGRESSMEN KIDNAPPED. (Bj Telegraph.— Press Association.— Copyright.) (Received March 28, 8.10 a.m.) LIMA, 27th March. Congress did not meot owing to nine of the members required to make a quorum being kidnapped. [A message yesterday stated : Congress .was unable to assemble to instal a President in succession to Senor Don Guillermo Billinghurst (who was placed under arrest during the recent political crisis) owing to the want of a quorum. Business in Lima is paralysed by a general strike. Mobs of the opposing uolitical factions are creating disturbances and fighting with firearms. Many persons have been wounded in the streets. A deputy supporting the Vice-President was driving to the Chamber, when he was attacked by the mob and shot in the head.]
