Speaking in the House of Commons the Premier (Mr. Asquith) stated that he was awaiting the final reply of Sir John French and General Ewart. He justified their signing Brigadier-General Gough's memorandum because they believed they were acting on Cabinet's decision. With a view to obviating a recurrence of misunderstanding, the Premier sard, the Army Council had issued a new. Army order, which provides that no officer or soldier in the future would be questioned on the attitude he would adopt on hypothetical contingencies; he would also be forbidden to ask for assurances; his duty was to obey lawful commands to safeguard lives and property in the event of a disturbance of the peace.
