(PRESS ASSOCIATION.) REASON FOR DELAY
AWAITING COMMANDERS' FINAL REPLY. NEW ARMY ORDER. (Received March 28, 11.30 a.m.) LONDON, 27th March. Speaking in the House of Commons the Premier (Mr. Asquith) stated that he was awaiting the final reply of Sir John French and General Ewart. He justified their signing Brigadier-General Gough's memorandum because they believed they were acting on Cabinet's decision. With a view to obviating a recurrence of misunderstanding, the Premier sard, the Army Council had issued a new. Army order, which provides that no officer or soldier in the future would be questioned on the attitude he would adopt on hypothetical contingencies; he would also be forbidden to ask for assurances; his duty was to obey lawful commands to safeguard lives and property in the event of a disturbance of the peace.
