HOME RULE
PREMIER'S PROPOSALS REPORTED TO BE SWEEPING CENSURE MOTION DROPPED. (By Telegraph.— Press Association.— Copyright.) LONDON, 4th March. It is authoritatively stated in the lobby of the House of Commons that Mr. Asquith's proposals in connection with the Home Rule Bill are sweeping. They vest Ulster with extensive control, with the option of withdrawal at the end of a certain period. Mr. Birrell, Chief Secretary for Ir<v ' land, will reintroduce the ' Home Rule Bill to-day. There will be no discussion. It is expected that some weeks will' elapse after Mr. Asquith's statement to permit of the proposals being digested. Mr. A. H. Page's motion of censure on the Government for its refusal to produce its proposals has been dropped. The Union Defence League has taken up an appeal against Home Rule, and is distributing a memorial throughout the Kingdom for signature in suppoit of a national demonstration.
