HAY-PAUNCEFOTE TREATY. PRESIDENT WILSON'S VIEWS. (By Telegraph.— Press Association.— Copyright.) WASHINGTON, sth February. President Wilson believes that the Hay-Pauncefote Treaty guarantees equality of treatment to all nations, respecting the use of the Panama Canal, and therefore the United States is bound in honour to charge American vessels the same tolls as those of foreign nations. It is understood that the House of Representatives will adopt the President's view, but difficulty is likely to arise amongst the Senators. Senator O 'Gorman asserted that he Intended to fight against Dr. Wilson's view, but other Senators pointed out that the Senate Foreign Relations Committee recently recommended a general arbitration treaty with Britain, thus indicating that_ the Senate is ready to rescind its action upon tho tolls question. Dr. Wilson's decision followed upon a yeai'j of study of the whole question. It was understood that_ Great Britain did not press the question, since she was privately assured of Dr. Wilson's friendly attitude some months ago.
