The American press is disgueted. at Great Britain's reiusal to participate in tho Panama Exhibition. The. general opinion is that the Government blundered badly in. revealing its agreement with Germany not to participate. Germany would bo an exhibitor if she was not bound to the chariot wheels of British stupidity. Tho New York Herald «ays that it has been commonly remarked recently that. German diplomacy is constantly outclassing British. What shrewder movo was possible than to drive the wedgo to split the Anglo-American friendship? The general impression is that Great Britain 36 acting in * spirit of petty re. venge for the Panama Canal Act. BERLIN, 22nd December.* The Times correspondent controverts the view that Hert* Ballin's Panama Committee was dissolved owing to the Kaiser's influence. The suggestion that England and Germany are pledged not to exhibit doe» not obtain credenco in Germany.
