With regard to the arrest of Altman, local manager of the Canadian-Pacific Railroad Company, ,and others, on suspicion of inducing persons liable for military service to emigrate to Canada, the British Ambassador has requested the Government to remove the embargo from Altman-'s business. An impression is growing that the Canadian Pacific Company has been made the scapegoat for other shipping lines.
