Ho declared that men in high places in the Government who used their power to put their hands in the ' public Treasury to enrich themselves were guilty of a worse offence than the man who put his hands into his master's till. Messrs. Tudor and Frazer (ex-Minister for Customs and Postmaster-General respectively) warmly repudiated the .-charge, and declared that Ministers had only drawn travelling expenses when on public business.
