COMING TO TERMS. (By Telegraph.— Press Association.— Copyright,, LONDON, sth September. Renter's Constantinople correspondent states that regarding the Turco-Bulgarian frontiers it ha* been virtually agreed to give Turkey sufficient ground to defend Adrianople, and that there will be no restriction as to her right to fortify the frontier at Adrianople. Turkey has agreed to an important rectification of the frontier between the north of Adrianople and the Black Sea. The Post Office notifies that the Rumanian Administration advises that from to-day telegrams in secret language, cypher, or code are admitted to, from, or in transit through Rumania.
