. ARMY REFORMS INCREASED EXPENDITURE
BUT REDUCED NUMERICAL STRENGTH WHAT NAVAL STRATEGY DEMANDS. (By Telegraph.— Press Association.— Copyright.) Times— Sydney Sun Special Cables. (Received August 30, 8.30 a.m.) LONDON, 29th August. The Duke of Bedford, in a letter to The Times, points out that Army reforms have resulted in an increased expenditure of £223,000, and that while the establishment has been reduced to 145,000, the number of men serving id only 106,000. He adds : "The safety of the Empire absolutely depends on keeping our foreign garrisons up to the full establishment, for by our own unaided strengfi we must stand or fall. We can. not expect support from the Navy, because naval strategy confines the whole fleet to the North Sea "
