Yonng, secret ary of the Seamen's Union, h« made the following suggestions to the Minister for Marine for the better protection of the lives of seafaring men:— (a) Where a boat is required for tow ing rafts or other matter through a Beaway or surf Bhe shall be of sufficient weight and power to always command control of the towage; (b) all surf boats to take the beach bow first, and in such a manner as to permit of a sea Btriking a quarter from the stern; (c) all boats to be fitted with an air-tight tank at the bow end stern, bo that in the event of the boat being swamped they will keep her gunwale level with the water surface; (a) each boat to- be provided with a patent anchor, weigh* ing not less than 261b, nor more than 501b, and an anchor line from 50 to 60 fathoms ih length; -(fe) to be supplied with a life-saving "jackstay" securely fitted around the gunwale on each side of the boat; (I) each boat to be required to carry in tanks for the put* pose of sufficient supply of oil for. u«« in a seaway; (g) all e«rf boat* te be equipped with- a property steer oar, and to bo steereu in a boaway or surf with such o»r, and not with the rudder; (h) all surf boats to be periodically inspected by a Government surveyor n,nd licensed.
