CITIZENS' CARNIVAL

PLANS FOR NEXT YEAR ANNUAL MEETING ELECTION OF OFFICERS. There were about forty persons present at the annual meeting last night of persons interested in the Citizens' Carnival. , The, Mayor (Mr. J. p. Luke) presided. Apologies for absence were received from the Hon. A. L. Herdman and a number of others. The annnal report, which was summarised in the Evening Post yesterday, was read by the acting-secretary (Mr. A. A. Paape). STATEMENT OF ACCOUNTS. The Chairman supplementing the report, said that the total receipts were £2936 Os 4d, the expenditure £1103 4s 9d, and the net receipts therefore £1832 15s 7d. A great deal of credit for the success of the carnival was due to the ex-Mayor, Mr. D. M'Laren and to Mrs. M'Laren. Mr. J. P. Firth suggested that the expenditure was rather high. He asked what had become of the piano given to the carnival. x Mr. C. G. Wilson .stated that the piano had not been disposed of, and remained to be dealt with by the committee. The i chairman read an account of the receipts and expenditure, from which the following extracts are taken : — Receipts: Sale of art union tickets, £1115 13s 9d ; donations, £345 lls 9d ; carnival gate receipts, £404- 13s ; stall receipts, £576 18s 3d ; City Council donations, £127 4s 7d. Expenditure : Salaries and wages, £84 16s ; printing and stationery, £212 14s 2d ; stall expenses, £190 8s 8d ; general expenses (material, etc.), £135 .2s 3d ; labour and material (engineer's department), £104 19s Id ; tramway department (fixing lights and current), £74 15s Id ; prizes (art union, sports, etc), £157 2s Bd. It wasi explained further that charges for work done on material supplied by the council had been reduced by the City Council. Charges for labour had been high owing to the work having to be done in the holidays. • That could be avoided next year. The report of the committee set up to consider the expenditure of last year's funds was also presented. In moving the adoption of the report the Chairman said that the choice had been an admirable one. When the park was completed it would be one of the finest in Wellington. There would bo winding walks, an artificial lake, recreation ground, etc. Councillors Luckie, Frost, Fletcher, Messrs. J. H. Pollock, and A. A. Marryatt (members of the Special Committee) also commended the wisdom of the choice. Councillor Frost stated, in reply to a suggestion, that special provision for children was being made in the park by the City Engineer, who was having plans prepared. The reports and balance*sheet were adopted. It was decided that the meeting suggest to the City Council that the name of the new park be Central Park. The suggestion was made by the Mayor, the only other proposal being "Citizens' Park" by Councillor Fletcher. Draft rules were submitted by a committee and adopted practically without amendment. They provide for the formation of a Wellington Citizens' Carnival Association, and set out specific lines for its officers, meetings, etc. Officers were then elected as follow:— Patron, His* Excellency the Governor; president, the % Mayor ; vice-presidente, Mesons. C. G. Wilson and J. P. Firth. Power to appoint a secretary and a treasurer was delegated to the Executive Committee. DATE OF NEXT CARNIVAL. When it came to fixing the dates for next carnival, Mr. Luckie suggested that it be on Anniversary Day and the preceding or following days. It was pointed out, however, ,by Mr. H. M'Keown that the Early Settlers' Association h&d already been granted the use of Newtown Park for Anniversary Day. New Year's Day was suggested also, but the suggestion was withdrawn when it was stated that there would be difficulty in getting children together for the various displays, that the date would clash with a military tournament at Auckland, and that the holidays intervening would render meetings of committee inconvenient. Other suggestions were made, but eventually, on the 'motion of Mr. Paape, it was resolved that the question be referred to the Executive Committee, with power to act. Discussion also took place on the proposal to set up the following subcommittees: — Sports, physical drill displays, side shows, spectacular and children's displays, stalls, printing, advertising, and art union, grounds, reception, concert and entertainment. Eventually, on the motion of Councillor Luckie. a sub-committee, comprising the Mayor, Mesdames J. P. Firth, J. P. Luke, and R. Fletcher, Miss Bland, Councillors Fletcher arid Frost, Messrs. Firth-, Hill, Watkins, Wilson, and Marryatt, was set up to accept nominations, and report to an adjourned meeting to be held on 11th September. The Chairman expressed his great appreciation of the work of the actingsecretary, Mr., A. A. Paape. The meeting thanked ' Mr. Paape very heartily for his services. A similar compliment was paid to Mr. C. G Wilson.
