BILL BEFORE THE SENATE 1 MAY BE RETURNED TO THE LOWER HOUSE. By Telegraph.— Press Association.— Copyright. (Received May 27, 1 p.m.) OTTAWA, 26th May. The Naval Bill is before the Senate. It is understood that Senators will return the measure to the House of CommoiiSj with a recommendation that it first be submitted to the people, and that the House of Commons will then reject the recommendation, returning the Bill to the Senate. It is likely that the Liberals will allow the Kill to pass.
