HOME RULE
SPEECH BY MR. BRYAN. CERTAIN IN TWO YEARS' TIME. By Telegraph.— Press Association.— Copyrl«ht. (Received March 17, 11.10 a.m.) WASHINGTON, 16th March. Mr. W. J. Bryan, speaking at a St. Patrick's banquet, said that Home Rule was certain in two years. The House of Lords' degradation was due to its opposition to Home Rule. The Irish efforts, resulting in the amendment of the British Constitution, abbreviating the House of Lords' powers, was the greatest of their achievements in history.
