TROUBLE IN ITS FORMATION. By Telegraph.— Pres# As«oc!ation.~Copyrlght. TOKIO, 7th December. A council of elder statesmen, Under Prince Yamagala's pressure, recommended that Viscount Seiki Tera-Uchi, formerly Minister of War, be summoned to form a Cabihet. [Prince Yamagata, President of tilePrivy Council, lately refused the office of Minister of War. The militarists boycotted the Cabinet, which was unable to find a successor to Baron Uyehara. Tho Cabinet consequently resigned. „ Baron Uye-hara, Minister for War, resigned in consequence of his difference with the Cabinet over the Korean question. Viscount Seiki Tera-Uehi was born in 1852 in. Choehn. After studying in France in 1882, he was given post* at the Military Cadet School, and became personal secre* tary to War Minister, Chief Staff Officer to the let Division, Sectional Chief at the General Staff Board, etc. He supervised transport officers in the Japan-China War. He was raised to Lieutenant-General in 1897, appointed Inspector-General of Military Education, then Vice-Chief, and became War Minister in tho Katsura Cabinet in 1902.]
