He expressed the opinion that the situation is ideal,* and the conduct by the Salvation Army left but little to be desired, while as to complaints there were none. Regarding control of the homes, he said he was not quite certain what powers the Government held Or whether the institution will remain under the administration of the Army or be taken over by the State. On his return to Wellington he would make a statement on the lvhole subject.
