With the growth of the German navy and the navies of other PoWers, this ability is, however^ being greatly restricted, and a greater margin of British superiority wolild restore the mobility of the fleets and enable them to guard the distant seas in the future as at present. The debate on the proposals has been fixed for Thursday.
