The question has been raised in the Senate as to Cnnada's rights under tho Hay-Pauncefote Treaty in connection with tho American law giving free passage through the canal to ships in tho United States coastal trade. Sir George Ross moved that tho papers relating to the United States' 'Wision on the Panama Canal question »l*.iild be tabled, and declared that Canada ought to demand the same rights as the United States was according her own coastal trade. He urged the Gov«rnmont to lodgo a strong protest immediately. Mr. Lougheed, Minister without portfolio, in answering, said tho nmttor was being seriously considered by the Government.
