COUNT BERCHTOLD BUSY. AUSTRIA *AND RUSSIA. VIENNA, 14th October. The Neves Wiener Tagblatt denies the report that Bosnian volunteers are joining, the Servian forces. Count Befchtold, Foreign Minister, has initiated negotiations with a view of averting an Austro-Russian conflict during or after the Balkan war. Be asks Russia to approve of the nonannexation of Novi Bazar by Servia or Montenegro. Nevertheless, Austria is apparently not disposed to give a pledge to refrain from new conquests in the Balkans, and there are persistent rumours of the mobilisation of four Austrian army corps. Much comment has been aroused by some remarks made by M. Pasics (Servian Premier), to a Neve Freie Presse representative, in which he says that if the other Powers interfere Russia will do likewise. Then there will be danger of a world war. The remark is interpreted as Russia's answer _ to Count Berchtold concerning the maintenance of Austrian interests in the Balkans. BERLIN, 14th October. The Foreign Office, through the Cologne Gazette, rebukes the tactics of the little pan-German newspapers m accusing' Britain of fomenting a European conflagration by inciting the Balkans to attack Turkey.
