REFORM BILL
FOR LEGISLATIVE COUNCIL FURTHER TROUBLE.
Although the Legislative Council Elections Bill passed its second reading yesterday, as reported in another column in this issue, it is likely to meet with further considerable opposition before" the committee stages can be reached. On the motion for the committal of the Bill, the Hon. J. D. Ormond to-day announced that he will move as follows t. "That all the words after the word ' that ' be omitted with a view ' of inserting ' the Council is of opinion that, having affirmed that the constitution of the Council Bhould be altered from nomination to election, it is inadvisable to proceed further with the Bill until next session, in order that the electors of the Dominion may be given an opportunity of considering the proposals for giving effect to the Bill." In ' addition, the Hon. Sir William Steward has given notice of a series of motions which seek to incorporate in the Bill provisions similar to those in the Commonwealth Act for avoiding a deadlock between the two Houses.
