CANADIAN BILL ULTRA VIRES. LONDON, 30th July. Tho Judicial Committee of the Privy Council has decided that the Dominion Bill legalising all Canadian marriages solemnised- by authorised clergymen under the laws of the provinces is ultra vireß. The Quebec Provincial Government's ' contention that such Federal Bill is inapplicable to that province, inasmuch as the marriage laws are exclusively under provincial jurisdiction, is thus sustained.
