TWO JAPANESE EX-MINISTERS TO VISIT EUROPE. SOME SPECULATION. By Telegraph.— Prem Association.— Copyright. TOKIO, 10th June. In connection with, the approaching visit of Prince Katsura (ex-Premier) and Baron Goto (an ex-Minister), to Europe, the press discredits an official explana-. tion that they intend only to indulge in sight-seeing. It is declared that the object iB to settle Japan's diplomatic relations with Russia. The Jiji Shimpo hopes advantage will be taken while the two travellers are in London to dispel any doubts obscuring the benefit of the Anglo-Japaneso Alliance. The Asa-hi Shimbun confesses it i« impossible to instil into the alliance the life it had before the Russo-Japanese Agreement was made, and adds that Prince Kateura will find more to do in St. Petersburg than in London.
