DEFECTIVE POWDER.

The newspaper Le Matin announce* that testa of the now powders supplied to the navy have demonstrated that they are no bettor than the old powders, which were recently condemned. Two of the squadrons have been ordered to Send their stocks of ammunition ashore. [The explosion on the French battleship Libert*, at Toulon, in September last, was attributed to old powder being mixed with new, Tho came powder caused the accidents on the Gloiro nnd Jena. The manager of the Ponfc deßqis Gunpowder Factory (M. Maissin) declared that his predecessor was responsible for tho powder which caused the explosions. Ho vemanufactured old powder and delivered it to the naval authorities as new. An enquiry, however, failed to prove this. Old powder to tho value of a million francs was thrown into the eea.]
