VIEWS FOR AND AGAINST. BOLD AND GENEROUS MEASURE. ILLOGICAL AND~COMPLICATED. (Received April 13, 11.45 a.m.) LONDON, 12th April. The Pall Mall Gazette says that the main effect of the Bill ia that England pay 6 without governing j Ireland governs without paying. The Westminster Gazette says the Bill firmly unit*6 the supporters ol the principle of Home Rule. Freeman's Journal says the Bill is the boldest and most generous measure yet introduced. The Cork Free Press says that a* a permanent system the measure doe* not solve the Irish problem. The Irish Timee declares that the Bill will prove utterly unworkable, as it does not offer a middle course between separation and a return to the status of union. The Irish Independent cannot regard the scheme as final, though it gives three-quarters of what was expected. The Northern Whig (Belfast) states that the Bill is more illogical and complicated than Mr. Gladstone's proposals, and is conceived in fraud.
