THE SENATE.
YESTERDAY'S BUSINESS. The University Senate practically concluded its business for the session yesterday afternoon. FINANCE COMMITTEE. It was recommended by the Finance Committee 2 inter alia, that a suggestion in the Chancellor's report, that the trust funds' be invested with the Public Trustee, should be referred to the investmenti committee for enquiry and with power to act. Mr. James Allen explained that the proposal was that the whole of the university trust funds and balance of general account be invested with the Public Trustee at 4£ per cent. 'interest, the present mortgage moneys beiag transferred to -the Public Trustee so soon as they fall due. Tho recommendation was agreed to. JUNIOR SCHOLARSHIP FEE. The Finance Committee reported that th© statute "Scholarships" provides for th© payment to a junior university scholar^ by the Senate, of £20 per annum, in addition to the amount of tuition fees; and the Senate is therefor©; liable for the payment of the tuition fees. Junior university scholars are at present allowed to enter the professional schools; in which case tneir tuition fees may amount -to a much larger sum than for those taking the arts or science coutse. The committee recommended that the statute "Scholarships" be amended by adding at th© end thereof: — "The num« ber of clauses taken by him shall b» limited at the discretion of th© Professorial Board of "such college." This would make the conditions the same as for senior national scholars. The recommendation was adopted. LAW SCHOLARSHIP. With reference to the Law Committo© s recommendation that two scholarships be established, one for Roman Law and th© other for Contracts and Torts, it -was resolved that one scholarship be offered annually as at present, but that it be awarded for Roman Law and Contracts and Torts in 1912. Subjects for future years will- be decided at next annual meeting of the Senate. ' The . balance-sheet of the general ac- \ count showed a credit surplus of £470 17s lid. The corrected surplus of th© Preceding year was given -jut £402 lls Bd. .The merease of £928 5s 4d in receipts over tho preceding year was due largely to the large amount of *1007 14s for examination for B.Com. The decrease of £884 7e in matriculation fees was probably due, it was noted, to the raising of the standard of the examination. The balance of the ordinary scholarship account at the end of the year was £25,439 18s 7d, being an increase of. £1149 14s 7d, made up of a transfer of 5500 from the general account and £649 14s 7d excess of ordinary receipts over expenditure. Nearly the wholp of the £3399 15s was, at the date of this report, invested. On th« recommendation /of the Finance Committee it was decided that the sum of £25,000 b© transferred to an account, to be called the "ordinary scholarship capital account"; th© balance, £439 18s 7d, together with th© ordinary revenue, including interest from 11 capital, being available for the expenditure out of ordinary scholarship account. The estimates for the year ending 31st December, 1912, placed general receipts at £10,050 and expenditure at' £10.030, giving a surplus of £20. The estimated receipts for the scholarship account were stated at £2750, and expenditure at £2530, an estimated surplus of £220. It was decided to increase the salary of the assistant registrar to £300. A letter from the Education Depart- i Dient, enclosing a despatch from th© Admiralty regarding the conditions .of admission of medical officers to *he Navy, was received and ordered to be printed in the Calendar. To make examiners' fees more uniform it was decided to mak© th© payments for examiners in New Zealand, for law, commerce, and other November subjects ihe same as for junior acholarships. WORK CONCLUDED TO-DAY. The Senat-^ met to-day and passed the statutes, which were read a first time yesterday. A special meeting of the Senate, to transact special business, will' b© held in Wellington a fortnight after th© reports of tho Home examiners are received. The next general meeting of the Senate will bo held in Auckland on 18th January, 1913.
