Maissin, manager of the Pont de Bois powder works, failed to prove the more serious allegations against M. Louppe, his predecessor, while M. Maissin is shown to be' free from blame. The report recommends a re-test of the whole output of the Pont de Bois works and the establishment of a naval powder factory. M. Delcasse, Minister of Marine, in the Chamber of Deputies, announced that the Liberte disaster was traceable to tie 1906 powder, which had passed the required tests. The Chamber passed a vote of confidence in the Government for its determination to prevent a recurrence of the disasters. [M. Maissin declared that M. Louppe was responsible for the powder causing the Jena and Liberte disasters, through remanufocturing old 'powder and delivering it to the naval authorities as new. M. Louppe, on the other hand, averted that he manufactured in accordance with the regulations.]
