Dr. Parkin, the organising repi-esentai tive of the Rhodes Scholarship Trust, ad» dressed the members of the Royal Colonial Institute on "True Imperialism." He said tile fundamentals of true Imperialism aimed at the union of th« various scattered communities, and th« free development of each community, while providing for united action in mattors ot common interest, sharing the de» fence burden, and some method of giving the contributory unit* some pro* portionate voice in the Council of th« Nation. Lord Rbberts, who presided, in proposing a vote of thanke, lamented th« insufficient knowledge of thfc fwr-off countries with which Britain had to deal. Mr. Andrew Fisher, the Australian Prime Minister, told him that before he attempted to take up public politico ha had travelled twice round the world. Lord Robert* thought that that wan a good example for all our Minister*} it would prevent tho mietak«B now made about foreign possessions. In order to prevent the Empire falling asunder md perishing, it must bo' defended oa the basis of equal responsibility. There wwf no other course.
