The Land Owners' Convention, sitting at Dublin, hate protested against the intetruption of land purchase operations in Ireland ac disastrous to the country* welfare, and urg<6 th« amendment, ef the Act of 190S». tTho Bill of 1909 raised the tenants' annuity from 3^ to 3£ per cent. Landlords with pending agreements were given the option of taking their pur chase Jnoncy in, stock at A minimum prico of 92. or partly in stock and partly in cash. For future transactions a new 3 per cent, stock was issued. Tho bonus was graduated inversely according to the number of years' purchase paid,_ the average being 7-^ per cent. Provision was made for the compulsory purchase of land in certain cases to relieve congestion, and where the landlords proved recalcitrant. During thefirst five years of the operation of frfr.
