Sir,— 'Surely occupants of houses in the vicinity of the above are entitled ( to come consideration from the municipal authorities that would ettsnre them being able to have their sleep at night nndisturbed by the howling and barking of a ninltitmte of dogs? If such chows are nece«&sry they should be held in some isolated spot ne&r the wharf, where the dogs could howl and bark to their hearts' content without causing annoyance.
