CIVIC AFFAIRS. NiEETING OF THE CITY COUNCIL

COMMITTEES' REPORTS. The final meeting of the present City Council was held last night. There were present tho Mayor (Mr. T. M. Wilford), Councillors J. P. Luke, J. Smith, F. Cohen, G. Frost, J. Trevor, W. Thompson, A. H, Hindmaa-sh, W. PI. Morrah, R. Fletcher, G. Shirtcliffe, A. R. Atkinson, J. E. Fitzgerald. BYLAWS, FIRE BRIGADE, AND LIGHTING. The committee recommended : — That the action of the City Engineer in serving a notice on a property-owner at Karori and Uplands-road, drawing attention to the danger of further excavation at his property, and notifying him that he will be held liable for damage to the road should any slip occur, be approved. That consent be granted for the construction of a private way off Grass-street for Mr. D. N. Wilkinson, subject to the conditions imposed by the City Engineer; that an application for permission to carry out alterations to a building at Boulcottstreet for the purpose of a skating rink be not acceded to, as the building is totally unfit for the purpose intended. That permission be granted to Mr. Horace Baker to make alterations to the shop front of a building in Adelaideroad, in order to make the building suitable for residential purposes, as recommended by the City Engineer. That the Electrical Engineer be authorised to r«place the existing lamp at Kelvingrove with a lamp of larger candle power. That the annual report of the Superintendent of the Fire Brigade be printed and circulated. That Firo Brigade accounts amounting to £55 14s 2d be passed for payment. The committee reported that it had instructed th© Electrical Engineer to alter the lamp at the Mercer-street entrance •to the Town Hall to the street-lighting circuit. The report was adopted. BATHS AND RESERVES. The committee recommended : — That the application of the Wellington Lacrosse Association for the use of the Basin Reserve, either during Juno or July, on a day to be fixed, for a match against Auckland, 'with permission to charge for admission, be granted ; that the roome at the Basin Re f rye be let at £2 2s per season for two evenings per week; that Mr. J. H. HeUiwell be granted a renewal of 'his lease of part section 38, Town Belt, for a further period of three years, at a rental of £1 per year, payable in advance, on the ! same conditions as contained in the previous lease ; that accounts amounting to £39 12s lid be passed for payment. The report was adopted. Councillor Luke, chairman of the committee, in thanking the council for its consideration during the past two years, said that before his retirement from the council he wished, on behalf of the committee, to express its appreciation of the officers of the council, and also of Mr. Glen, the superintendent of reserves, and to Mr. M'Bain, the committee clerk. The latter gentleman, said Councillor Luke, had at times been of invaluable assistance. The Mayor, referring to the retirement of Councillors Luke and Morrah, said the city was losing the services of two most valuable members. They had done signal service for the city, and he hoped their retirement was only for a short while. Several .councillors eulogised the two councillors mentioned, and also Councillor Carmichael. A motion was carried placing on record the council's appreciation of their work, but not before Councillor Atkinson had protested. The motion was little moro than empty form, and he hoped' it would not be a precedent. Councillor Hindmarsh jocularly expressed the opinion that as this was the, last meeting of the council, the motion should have been made to embrace them all. Some of the councillors were embarking on seas unknown, and if they did not come back there was no record of their services to the city. Who would move a- motion about them if they were all defeated at the polls? The Mayor undertook to do this, and Councillor Hindm&rsh declared that "then I can die happy."
