Speaking at Colwyn Bay (Carnarvonshire), Mr. William Jones, Liberal M.P. for Arfon (Carnarvonshire),, eaid th& coming invalidity and unemployment insurance scheme of the Chancellor of the Exchequer (Mr. Lloyd George) would bo a far-r-eaching effort to combat many evila of industrial life. After the Lords' veto and Home Rule questions had been dealt with, said Mr. Jones, the Welsh disestablishment question would come before the House of Commons. This would be Wales's real opportunity, and there must be no quarrel between Wales and Ireland. He had Mr. John Redmond's promise of the Irish Party's support in regard to disiestablishment. I [The chief proposak of the Welsh Church Disestablishment Bill, introduced by Mr. Asquith in April, 1909, which was not taken beyond the first ! Teading stage, w-ere : — (1) Ecclesiastical corporations to be dissolved, and-ecclesi-astical law to cease to exist, but to be 1 binding on the Disestablishted Church by agreement. (2) No Welsh bishop to Bit in the House of Lords, the spiritual peers being thus reduced by four. (3) Three bodies to be constituted as a result of disendowm&nt — (a) temporary body to be called the " Welsh | Comnußsioners " j (b) Council of Wales, appointed by counties and county boroughs ; (c) Church representative body. (4) Ecclesiastical commissioners to ascertain the value of Welsh Church property and transfer it to Welsh Commissioners. (5) After constitution of Church representative body all Churoh property — cathedrals, churchea, palaces, deaneries, parsonages, etc. — to be transferred to that body. (6) All benefactions made to tho State Church since 1662 to be transferred to the Church representative body. (7) Existing incumbents to have the use of glebe and burial grounds during life. Afterwards these will be transferred to parish and borough councils. (8) Tithe rent charge to be transferred to county councils. (9) All other' property to be transferred to ths Council of Wales. (10) Parochial property to bo jaised for erecting or supporting cottage or 'other hospitals, dispensaries, trained nurses, libraries, higher or technical education, etc. (11) One-tenth of the income to go to defray cost of higher education in Wales.]
