General Smuts, Minister for the In L terior and Defence, speaking in the Assembly on the question of immigration, declared that too much could be made of the education test in immigration. He advocated that a test of sound health and good character should be provided for white men. The Natal Immigration Board has passed applications for leave to import 16,000 Indiiuis 1 , but in consequence of the good harvests in India it will be possible to obtain only a fraction of this number.
