The steamer Papanui was granted a clearance for Nagasaki on tho passport of the Nicaraguan Consul, who stated that he had received satisfactory reports from two 'firms of engineers. Steam was got up, and preparations made to sail with a Filipino crew at midnight. The Marine Board notified- the pilots, however, that they were not to navigate tho vessel, which is still in port.
