JS'EW YORK, 3rd December President Dia2 has appointed a Peace Commission to approach the rebels at San Isidro. The commissioners have been despatched by a special train bearing a white flag. By making secret advances to El Pass the insurgents are endeavouring to attack Chihuahua. INSURGENTS TAKING REFUGE. ULTIMATUM OR OLIVE BRANCH? GOVERNMENT DEFEAT. (Received December 5, 9.5Q a.m.) NEW YORK, 4th December. Troops have been despatched from Chihuahua to subdue the insurgents, who are taken refuge in the mountains. The peace envoys are believed to be carrying an ultimatum instead of the olive branch. It has just Been disclosed that -.the Government troops were defeated on Tuesday laet at San Andres: , The revolutionists, holding the village, drove off the Government forces.
