'The Times's St. Petersburg correspondent reports that Russian Parliamentary circles are perturbed at the tenor of the Tsar's audience to M. Cuclikoff, President of the Duma. The Tsar instanced the mow work of the German Reichstag, and stated that he had no complaint against the German Legislature, and therefore saw no cause for finding fault with the Council of the Empire Jthe Russian Upper House).
