TO-DAY'S PROCEEDINGS. LEGISLATIVE COUNCIL. The Council met at 2.30 o'clock this afternoon. A committee, consisting of the Attor-ney-General, and the Hons. J. R. Sinclair and J. Rigg, was appointed to confer with the committee set up last evening in the House of Representatives on the matter of the amendment* made to the Indecent Publications' Bill by the House of Representatives, with which amendments the Council disagreed, giving reasons. The meetingjOn the motion of Dr. Findlay, was fixed for to-morrow afternoon at 5.30 in the Council Chamber. On a mot-ion by Hon. T. Thompson that the New Zealand ' Portland Cement Company, Limited, Reclamation and Empowering Bill be read a third time, a question as to the order of procedure adopted in cotmection with the Bill (a private one) was raised by Hon. J. R-igg. The Speaker will consider the point. (Left Sitting.) '
