MELBOURNE COMMISSIONER'S ADVICE.THOROUGHGOING REFORMS NEEDED. By Telegraph.— Press Association.— Copyright. (Received October 6, 10.20 a.m.) MELBOURNE, This Day. The Postal Commission's report mentions that since the Federation there had been nine Postmasters-General, and each tried to signalise_ his occupation of office by new legislation, without regard to its effect. The system under which staff matters affecting the department were placed under the authority of the Public Service Commissioner means divided control, end rendered efficient management impossible. Great lack ot efficiency was shown amongst the higher officials. A la-jje number of recommendations are made, including the appointment oi three directors, one to be General Manager and the others to control the Telephone and Telegraph Departments ; the payment of higher salaries; the establishment of a Government factory for the manufacture of uniforms; the basing of promotions on merit alone; abolition of leave in lieu of overtime; payment for over time ; abolition of departmental fines, establishment of a superannuation fund ; and the appointment of a chief accountant and a chief inspector. The employment of women deprecrted.
