PARLIAMENT.
TO-DAY'S WORK. LEGISLATIVE COUNCIL. The Council met at 2.30u The Hon. W. W. M'Cardle moved: — "That in the absence of any provision being made in the New Zealand Stateguaranteed Advances Amendment Bill, empowering the Advances to Settlers Board to lend money to settlers holding lands leased from natives, this Council desires to call the attention of the Government to the urgent need of power being given to make advances on lands so leased, such advances to be made on the value of the leaseholders' interest, including improvements." The motion, on an objection raised bj the Hon. J. E. Jenkinson, was ruled out of order. The Attorney-General in a brief speech moved a motion congratulating the South African Union Parliament on the establishment of National Government. The motion was supported by variotis members who spoke in a patriotic strain. (Left Sitting.) HOUSE OF REPRESENTATIVES. The House met at 2.30 p.m. The Private Bill Committee brought up the Oamaru Harbour Board Enabling Bill, which it reported with some amendments, designed for its better working, and to provide for a sinking fund for the proposed loan of £137,000. The report was received. A largely-signed petition was presented in favour of pushing on the construction of various NoTth Islamd railways. Mr. Massey gave notice to ask the Minister of Railways if before the end of the session he would give the Railways Committee an opportunity of enquiring into tho «y6tein of differential and local 'rating. The Hon. J. Carroll gave notice to introduce the Rating Act Amendment Bill. Notice was given by Mr. E. H. Taylor to ask the Minister of Defence if he would institute a State clothing factory, in which the uniforms of the New Zealand forces would be made? Sir Joseph Ward moved a motion congratulating the South African Parliament on the formation of a Union and the establishment of national government. The motion, which was seconded by Mr. Masßey, was agreed to on the voices. (Left Sitting.)
