The committee of the Federation of Master Cotton-spinners, in a report on the situation, stated that •every advance in wages had been obtained by the men without any stoppage of the mills, but that reductions which liad been necessitated by the condition of the industry had had to be fought for. "The policy of the operatives,'' the report concluded, "seems to bo that wages must be advanced in times of prosperity, but that the malls must work short time during a depression."
