LONDON, llth July. t A Bill has been introduced into Parliament based on the recommendations of the committee set up under the presidency of Baion Gorell of Bi-ampton to adapt, tho Uritith Prize Court procedure i to the requirements of the International Court of Appeal established at the second Hague Conference. The appeal from the Prize Courts now lies to the Judicial Committee of the Privy Council, namelyi, tlhe King-in-Council, but inasmuch as it is impossible to permit an appeal from the Sovereign's decision to a tribunal composed of ie-pr-esentatiyes of other countries, the Bill substitutes for tho present appellate tribunal a Supreme Prize Court, composed of specially nominated members of the Judicial Committee of the I'rivY- Council.
