The River Seine is rising, and the Marae, one of its principal affluents, is overflowing its ban-ks. The inhabitanls of Chalons-sur-Maxne, capital of the Department of Haute Marine, a city of about. 20,000 inhabitants, and, of Troyes (population 50,000) have abandoned their homes. Many of the quays along the river have been submerged. Paris is again alarmed, and the Government has arranged to isolate the central telegraph station and isolate fifty telephone bureaux. FURTHER ALARMING RISE. (Received July 11, 10 a.m.) PARIS, 10th July. There has been a further alarming rise of the Seine.
