The Duma Committee approved th© Government's Bill relating to Finland. It suggests that the- Diet be consulted witn regard to legislation affecting Finlaud, and declares that the R-ussian Senate is supremo over the Finish laws. An Octobrist minority report deprecates the clauses relating to the press and to public meetings.
