THE KAISER AND ARGENTINA.
o - Germany's interest in South America was manifested afresh by the announcement that Herr yon Waldthausen, the late German Minister at Bijenos Aires, has placed £10,000 at the disposal of the Kaiser for the extension of "German culture and philanthropy" in the States of Argentina, Uruguay, and Paraguay. Herr yon Waldthausen ranks as the richest man in the German Diplomatic Service. The Kaiser is aoout to pay a special compliment to Argentina by deputing the famous German strategist General yon der Goltz, the creator of the modern Turkish Aarmy, lo represent him at the celebrations of the centenary of Argentina's independence at Buenos Aires this summer. The Daily Mail's Buenos Aires corres pondent writes that the British residents there will, in honouv of the centenary, erect a dork-tower 230 ft high, to cost £40.000. It has been designed by Mr. A. M. Pnyntßj'i aon of the president of the Roxal Academy,
