» PUNISHING THE ALLEGED LEADERS. By Telegraph.— Press Association.— Copyright. LONDON, 10th May. The Shanghai correspondent of The Times says that the farce of punishing tho alleged ringleaders of the Changsha riots has begun. A boatman has been tortured and executed. The real ringleaders arc apparently quite secure.
