VOTING SCHEMES.
ROYAL COMMISSION REPORT. By Telegraph.-z-Prcss Association.— Copynguu LONDON, 25th' May. The Royal Commission (chairman, Lord Richard F. Cavendish) appointed to enquire into various voting hchemes, recommends the adoption of the alternative vote where there are more than two candidates for one seat. It also reebmmends the abolition of two-member constituencies. [The commission consists of Lord Richard Cavendish, Lord Lochee, Hon. E. Montagu, Sir Francis Hopwood, Sir Courtenay Ilbert, Sir Francis Morton Eliot, Hon. W. P. Reeves, and Mr. Walter Hills, M.P. The use of tho "alternative vote" has been much favoured of late years. By this system the elector in a. single-member constituency, where three or more candidates stand, can mark with a. Z the name of his second choice. Then, if the leading candidate has not a clear majority, th© candidate lowest on the poll is eliminated, and his votes transferred, just as on the system of the single tran=ferable vote.]
