HARBOUR ADMINISTRATION.

It is anticipated th.it Wellington people _ will be better posted in news about their port by the new procedure which the Harbour Board's chairman, Mr. R. Fletcher, has adopted. He has arranged for periodical conferences between himself and the chief executive officers (the secretary, the engineer, and the harbourmaster) on all matters of importance to be considered at any particular meeting of the board. He expects that this plan will be an advantage to the board, the officers, and the public. The members, when discussing any set proposal, will have all possible information at their disposal — not the opinion of one expert, but the judgment of a conclave. Mr. Fletcher docs not propose to ask the officers to submit monthly reports to the boai-d about the general working of their departments, but he expects to have regular progress reports about matters of importance for the information of the public. In another direction the chairman is notably changing the old order. He is appreciably reducing the volume of business to be done in committee, and he hopes to have any necessary camera pioceedings completed before the time appointed for the regular public meeting. Hence, he has given notice to move at the board's next meeting on Wednesday afternoon : — "That in future the regular monthly meetings of the board be held on the fourth Wednesday in each month at 7.30 p.m., instead of as at present on the fourth Thursday at 2.15 p.m." Mr. Fletcher says his desire is to put the board on the same basis as the City Council.
