Although Field-Marshal Lord Kitchener's formal Teport will not be sent to the War Office and the Commonwealth Government until his visit to New Zealand is concluded, Ministers are becoming verbally acquainted with some of the visitor's more important conclusions. The opinion is gaining ground that Lord Kitchener will recommend a modification of the Military Board system of administration, and si reversal to the General Officer Commanding system on th« purely war side of the administration. He is also likely to recommend the expenditure ef an enormous sum in strengthening the whole of the defences of Northern Australia. Lord Kitchener will sail for Tasmania to-morrow.
